Meet another character from the beloved Looney Tunes, Cecil Turtle. He is an operator in Transvisitron Cable's customer service department, and is considered evil and sneaky. The turtle can cause trouble for the other characters. For example, every Monday for his own amusement, he turns off the cable to some random customer, and when he calls to turn the cable back on, he makes the process as painful as possible. He also really likes to make life unbearable for Bugs! But Cecil Turtle becomes helpless and vulnerable when his back is on the ground, and begs someone to topple him.
